Anyone can register a Right of Way, if you can search historical archives for documents that may or may not exist, or perhaps are only to be found in the private libraries of large estates, then write an application setting out the historical evidence, track down all the landowners and fill in reams of paperwork.
I understand the Govt has also abandoned plans to make the process easier.

However they do plan to make it easier for ‘landowners’ to remove rights of way.
Wales didn't abolish the time limit, according to the capable head of Powys PROW they never signed off on the original legislation.
I had a bunch of Bridleways to put in based on Inclosure Awards so they all would have been successful [most fail]
They are going to find it very difficult to ease the way on stopping up PROW. Councils have to advertise these and as soon as they do.....
