What are the best methods for applying enamel paint to chips on a steel frame. I've considered using an empty touch up pen but not sure if it will clog up? Alternatively a cocktail stick may suffice?
Reccomendations would be appreciated!

I've always used a cocktail stick, and built it up little bits at a time until it's ever so slightly proud. I then gently polish the area with car polish to flatten it down.
This has worked for me on bikes and cars.
It can take a few days to get it right.

That's cool. It can take a bit of time, but you can get good results.
Let the paint dry for a few hours before polishing, you want it dry to touch, but not that it's set too hard.
Small pointy artists brush. Dab in paint, remove excess with a quick and light brush on rag/cloth/serviette. Fill void by applying brush to where missing paint meets paint. Work inwards. Repeat as necessary until flush/slightly proud. If you get a high spot remove with razor blade and polish.
If paint was only available in pen form, I only use the pen to get a puddle of paint in a container to dip the brush in.
