It is possible to fit an electric conversion kit to any bike which if is unrestricted can reach quite high speeds. Electric bikes are limited to 15 mph in order to be road legal, but the limiter can be taken off with a bit of bodging. Not sure about the climbing stairs though ? Journos don't make stuff up do they ?
