Is this the same as 15mm boost at the front?

Yeah thats just a 15mm axle. Whether its boost though will depend on the wheel.
On a similar subject, the OH has just bought a Kona Shred, to replace the bike she had stolen on Monday. (£100 for the Kona, reasonable for a town bike).
Anyway, the forks are Marzocchi Dirtjam Comp, and have a bolt on wheel. I havent seen bolts on wheels for 25 years.
Can this be changed for a QR?
The dropouts look too large for a road style QR.
The wheels are disposable, probably the worst thing about the bike. The rear is standard (2008 std.) QR.
@alanl: The dropouts on that fork should be the standard 9x100mm, unless they were "creatively" modified by someone to fit a thicker axle.

Pretty sure you could get the Dirt Jam Comp with a 20mm bolt up axle. Could be wrong mind.
Watch out for product labeled E-Bike specific. They are supposedly engineered to cope with the extra weight but they also remove most that weight from your wallet. Check out e-bike tyres for example
