Can anyone diagnose my drivetrain issue. 2x10 setup with a new chain and cassette, in the smallest cog on the cassette the derailleur arm moves back and forth my 4mm or so. So is it time for new jockey wheels?

Sounds like:
Chain too long
B-screw too loose.

What he said. I'd check the chain length is correct. Could only be one link. Then give the b screw a turn. Just enough to push against the spring a bit.
