Mates got set of formula b4's but the rear caliper seems to be for a default 140mm rotor. The caliper is IS but is about 10mm short on fitting to the IS frame with a 160mm rotor. Does an IS to IS 160mm adaptor exist as i have been unable to find one. Im guessing its because newer brakes have a default rotor size of 160mm so an adaptor wouldnt be needed.

I could be wrong but a 160mm to 180mm should give you the extra height you would need. which is easily available.

No, but it stands to reason that you could use an Is/ IS plus 20, which adds the extra 10mm to a 160 mount under normal circumstances, so should fit a 140 caliper to a 160 rotor on your frame.

Why couldnt i find them. Oh well. These are very expensive compared to the post to IS adaptors. Its cheaper to buy a 140mm rotor

It depends on how good his rotors are. I'd rather have a £12 adapter than a £12 disc.
