You dont "need" the tool, you just need to set the upper jockey wheel the correct distance from the cassette, 15mm gap off the top of my head, but I would check that. With bike sagged if full suss.

Mine from Winstanleys did (they were cheaper at the time). It was in a giant SRAM box.
