The first digit denotes quality. The second two denote the internal width. The quality is determined by the production process, alloy used and the method for joining. Higher quality rims I think are pinned and welded. Lower ones are pinned and I think glued?
An 8 denotes the rim is UST compatible.
So yes, the higher the number the higher the quality and therefore the lighter and possibly stronger the rim will be.
