I have a Hope BB and the inner race won't turn more than 1-2mm. It feels like smooth movement, but like something has locked the bearings preventing them from turning any more. Locked solid. This is the second time this has happened to cartridge bearings of mine... The first time (CK headset) I just kept playing with it and it suddenly started moving freely again and has since. This one hasn't freed itself yet but I can't work out what's wrong... Anyone had similar or recognise the problem?

Yes. I could try and argue that its not a full on industrial pressure hose, just Glentress one and I try and avoid bearings. But yes.

But even then, something is locking them solid - its not like they're rough and seized.

non-stainless/ceramic bearings with no grease left so gone rusty?

pull a seal off and have a look.

I have similar with a raceface bearing which is a full complement bering so has a notch in the races flanges to allow the balls to be fitted - a ball had slipped into the notch and locked it but I don't think hopes are full complement.

So thats the only answer - pull a seal off and see

It is possible for it to be seized but turn a tiny bit.

Yes it is possible, they can be seized and move a little

Are the pedals fittted to the outsides of the cranks and not hitting the frame?

Sorry - not helpful - but I managed to fit pedals inside the cranks once with the bike upside down.
