Its basic and it will be heavy, but it might be solid and reliable. Depends on what he wants to do with it. It'd be fine if he's a kid and just wants to get into road riding, but if he's experienced and wants to race, it'll be junk.
As per usual, buy the best bike he can afford. IMHO I would be much more likely to buy a second hand better quality bike. There are plenty out there for a few hundred quid with good quality steel frames etc that are probably cheaper and definitely better quality.

Budget, intended use?
my mate keeps buying cheap road bikes from ebay - very similar to this but with different paint. i think she went through 3 before realising a- they were all the same but with different paint and b - they were all rubbish.
the stems were too long for the size, the seat is super wide crappy thing it really is quite rubbish. in the end she bought the bullet an has bought the entry level carrera for £350. which is actually a half decent bike.
