Looks like someone in blue goes to him, you just catch a glimpse on the right of the screen. They then drive over the junction and park, so either they were going there anyway or just decided not to block the road. Rather way, top marks for effort to the cyclist, maybe next time he should also take his guide dog 😉

That could so easily have been avoided, if only the rider had worn his Hi-Viz vest and a helmet.
