OK - putting to one side why I would want to do this (please and thank you 😉 ) what tool would people say was the best one to chop spokes just near the elbow (ie. in the thicker part)?
I know I could "just try" something but if I flatten them out or something I'm concerned they may not go through the spoke holes? Or would a hacksaw be better?

They are unlikely to flatten out enough to actually jam in the spoke hole. Unless you are using the bluntest cutters ever made, and cut precisely on the bend. Even then you'll be able to get them out with a jiggle.
You ever laced a Dura Ace hub? Tighter than the proverbial! But thanks for the vote, you're probably right. What flavour of cutter do you think? I don't want to blunt my Park cable cutters if they're not up to the task...
Dremel with a slitting disc?
i have used my park cable cutters - then again it was for one spoke not sure its wise to use it for 32 but who knows - let us know if it works 😉

Park cable cutters- rubbish at cables,good at spokes. I've never cut at the elbow mind but they leave a nice clean cut when I've used them on butted spokes.
CV boot clamp cutters - Oetiker or similar - chomp, chomp, chomp....

And I've got a pair of fine work tin snips I nicked from a job about 20 years ago for spoke cutting. Sharpened them about 10 years ago.

Cable cutters in the middle so it there is a problem you have enough to pull hard and fast,also easier to cut away from the hub and rim
Knipex wire rope cutter or compact bolt cutters would be well up to the task[u]
