Rourkes
Two people I know have had steel frames built.
Rourke's in Stoke made my riding buddy Pete a breathtakingly nice road frame out of Reynolds 953. As good as titanium.
Another riding friend from Northern Ireland had one made to his precise spec by Donard. I haven't seen this one but reports are favourable.
Tom would be a great choice at http://www.sturdycycles.co.uk/
He used to live locally and worked for a number of years in our LBS. A few years ago he built a frame for a mate which is lovely. He was out on it yesterday in fact on our group ride. Highly recommended as a nice bloke and a very skilled frame builder.

What about Merino bikes?
Where do you live? Can't beat a local builder, enables face to face chats, so much easier than email/phone.
You really should get yourself to
for a wander, gawp & chat with the builders there. Biggest gathering outside of NAHBS.
TJD for me.
18Bikes. The No7 and No9 frames look pretty damn good, and they're very much designed and made by mountainbikers.

Or
there’s that brand it’s run by 2 hipster types with fashion beards, that kick off a lot about the braising on the frames - sorry can’t remember the name.
but the bikes look nice, I sure they do custom builds, someone on hear will remember who they are?
18 bikes, because they're only 30 minutes away from me.
Saw one of the 18 Bikes in the flesh recently. They look bloody great. Get yourself over to Hope.
Five Lands don’t do individual commissions (generally), read their FAQs.

What about Marino bikes?
I just had Marino make me a FS, it looks great and only $550. Bargain.
Talon - all made by the guy previously behind Uplift Scotland (Tally)
Fiveland look good 🙂 Made outside Edinburgh and making the Cotic frames !! Must be good
Victoire, Julie Racing Design, Pechdregon, Caminade, Cattin, La Fraise, Vagabonde....
All in french flavour! Just to add to some people's knowledge of some of the great stuff being made here.
The old Concours Des Machines has been resurrected in the lat few years.
18bikes - very pleased with my custom hardtail from a few years back, good to deal with and good value i thought.
