Crank Arms on a bike should have the same amount of clearance on both sides?
A bike shop put my crank on and it's prouder on one side, should they fix this for free?

Not sure what you mean by prouder (if you are taking about the width) - do you mean it has more spacers on one side than the other - if so this is normal?
yeah, what im getting at is should the arms stick out the same amount on each side?
Distanc from pedal to the centre of your BB should be the same on both sides.
But HT2 BBS have one more spacer on the driveside than non-driveside, but the pedals stil end up the same.
Can you post a photo up on here to show us?
On the whole it doesn't matter too much if its a little bit out, might just feel a little odd.
it's a lil' bit out, 5mm (maybe), just feels odd to ride, I've rung the bike shop and they said they'll fix it. But should the fix it for free since they were the ones to fit it in the first place (not cheap either) shoulda been £15 (they quoted) ended up £22...

with either 1 spacer on the left and 2 on the right, or just 1 on the right and none on the left.
If its a square-taper BB and crank, it will look different, and its easier to get it wrong by using the wrong shell length.
Measure the clearance on each side against the chainstays ( assuming symetric stays). A fitting tool is less than it cost you to get it fitted. If you can screw in a lightbulb, you can fit a BB, negatating the need to deal with "mechanics" in bike shops.
also some frames are asymmetric (chainstay profiled different on each side for example) so things can look different.
