IANAE - however, that does not look too good. Since it's not a shiny new bit of kit, why not take a bit of paint off to be sure?
The weld is cracking; there's too much separation for that to be just a witness crack.

Nah, bearings on these type of cranks don’t last long, I’ve got an old set of Hone’s lying around, will just stick a 28t chainring and with external bb it should last forever, the bike has a 73mm euro bb luckily.
Bearings in mid BBs last way better than most as the tube spacer eliminates side loading.
Edit - ah... is it a threaded BB? If so, I’d agree - bearings to fit that shell and axle size are too wee unless you can find one of the outboard cup types to suit it.
