That looks more like a flaw in the original weld, not a crack, to me

The weld profile isn't correct where the weld has started & there's a lack of fusion to the parent metal. There could also be a bit of undercut on the other side. Not ideal but no crack I can see. However the reason welds have QC is to prevent issues like this as it can lead to problems later on. Namely local stress raisers which after fatiguing may lead to defects.
I'd ride it and forget it was there. (Ex crack inspector :o) )
What frame is it and what's its history? Is it new?
I think the biggest problem is water getting in and sitting there and rusting it.
As above it looks like a bit has fallen off rather than cracked. Perhaps a paint air bubble? Really hard to tell without removing more paint to expose the weld.
Thats just where the weld joins; basically not been welded up that well.
Might never be an issue but I would be emailing the manufacturer to see if they want to do anything. Don't be put off if they say 'dont worry about it' as it will probably never cause an issue, but that way you have it covered if something did happen and they said it wasn't their fault... keep the email!
It’s a 2020 Orange crush about 3 weeks old.
As stated above, it's not a crack but is a piss poor weld, lack of fusion to the parent metal and where the weld has started in opposite directions, a dye penetrant NDT (non destructive test) should've highlighted that before it left the factory. I would have gone straight back to where it was bought and asked for a refund or a new frame at the very least if I was the original owner as that is definitely a starting point for a crack in a high stress area of the frame. I've worked as a welder since I left school over 20 years ago and have done a fair bit of aluminium tig work over the years, I'd expect 2 get a bollocking for leaving a job like that
Retailer has stated they don’t think it’s an issue but have said they will collect and return to Orange for inspection if I like. I’ve also emailed Orange direct for their opinion.
Agree with Davesport, though I was the welder, not the inspector and I was not the welder of that weld; I did commercial trailers not bikes

If it was second hand I'd be a little disappointed but live with it. Brand new I'd be wanting it replaced, especially an Orange that doesn't have the best reputation for not failing at the welds
