My mate has just got a Zaskar frame and the forks he has for it have quite a short steerer. There is no play in the headset when they are inserted but only enough steerer for the stem to grip half of it. Will he die? I reckon it'll be OK. Would I ride it? Yes. I think by inserting a short length of accurately cut steerer tube into the stem above the existing short steerer it will allow the stem bolts to grip with even pressure and as long as there is a 2mm gap the top cap can still pull tight down against the star nut in the steerer tube as it does reach OK.
Anyone disagree or have any related horror stories?

I wouldn't ride it if the steerer tube was below the top bolt on the stem.

Yeeehaaa! I would say steerer should be higher than the super stem bolt for me to wanna ride it.
