Recommendations? Ability to run tubeless is key!

You can run pretty much any tyre tubeless if you bung in enough sealant.

If price is your only criterion, just check the usual online shops and sort by price, then buy the cheapest.

OnOne, Vittoria Goma TNT twin pack with free Camelback £16.

Fast rolling, tubeless, supple, rides like an Ardent so fast, not best edges.

Ive fitted a pair of those Vittoria Gomas today - absolute nightmare to fit, I've never had a tyre put up so much fight. Can't comment on how they ride yet, but cheap as chips though.

What rims? I had no problems putting them on Flow EXs.

They are only 2.25 btw, but do come up a decent (ie real) size.

Use a nobby nic performance in the rear on the other bike.. fine setting up and rides well but sidewalls seem to be cheese based. Top end of budget is £15 so what do we think about a OO smorgosbord? Winter slop compliant?

Smorgs are good, run tubeless fine, and have plenty of grip.

I'm currently trying out a WTB Vigilante on the back, and though it's a little nobblier than I'd usually run the grip is fantastic!

Looks like a grippier version of the Trailboss, which is in itself a pretty good tyre for all but the sloppiest conditions.

That Breakout is a bloody brilliant tyre in all conditions upto proper mud but for those conditions nothing except a dedicated mud tyre would work anyway. The rolling resistance isn't too bad, braking grip is on par and so is the side nobs for some predictable drifts. For £15 it is a steal. Alternatively you could go for the Continental Der Kaiser, read some interesting reviews claiming it isn't to bad in the slop but personally not ridden the tyre yet.
