Any one know if this is possible please even at a machine shop !!

Generally not considered good practice to weld steerer tubes. Some forks are designed that the steerer can be removed or pressed out however these are few and far between.
If suspension forks you are best to look for a CSU which is the complete section of steerer tube fork brace and fork uppers.

Was not thinking of welding just pressing out etc and replace with new and longer ,
