I NEVER[u] use the smallest ring on a chainset on my MTB so only need a chainset with an outer and middle ring.
Is it ok to just remove the inner ring on a chainset or should I get myself a double chainset?

Just remove it, double chainsets are designed for a small and middle not middle and big. Don't forget to readjust the front mech stops to prevent it over shifting.

For the weight of it, I'd leave it on. Some chainsets are a bugger for trapping the chain between the bb and chainset should you lose the chain.
