I have a traditional topcap that simply has a hole in the centre so i can put a bolt into a star fangled nut.
Id like to use this topcap on a carbon steerer bung, but the only ones i have on my current bikes need a dedicated topcap.
Is there a bung that allows me to use a normal topcap?

There is because I have one, unfortunately the bike was second hand so can't help on the brand but at least you know they exist!
The bungs that come up on a straight Google of 'carbon steerer bung' should work. I fitted one without issue, although I can't tell you what brand it was. The only issue I found is the bung does need to come a couple of mm out the top, so you need either to cut the tube a little lower or accept a spacer above.
I think they recommend a spacer on top anyway...presumably you would never want to clamp over the bung as it could reduce grip on the steerer itself.
The only one Ive got that doesnt do that is an FSA/Cannondale one that integrates the top 5mm spacer with it and has a big ~12mm thread into the bung. The rest are all an expanding wedge with a big allen key to tighten then a smaller bolt into the middle.
The one on my Planet-X Tempest uses a normal cap & bolt, I'm assuming it's a Selcof one, probably cheap as chips too...

Make sure you get one specifically for carbon steerers though.
They're longer so spread the load more.
A hope head doctor is not what you want.
Be aware of supporting the steerer properly against stem clamping forces - many are rubbish (as I found after seeing some Aussie vid here and fitting a decent one - stem not moving now).
