Tapered forks/headset
Cane creek 10 series internal headset
Everything is tightened up properly and seems to be installed correctly but doing the front brake on rocking test I've got about 1cm of movement at the wheel
Pretty sure it's the headset
It's all brand new (new bike)
Noticed the split crown race (cheap plastic) when installed the split is actually very stretched so there is about a 5-6mm gap in the crown race
Is this right and could this be the issue?

The crown race should be a metal disc type thing and presses down onto the fork steerer, the split plastic thing sounds like a seal to me, check it's installed correctly..
A pic would help..

Would doubt its the crown race if its the correct one , although I've never heard f a plastic race, couple of ideas

1 check you have enough spacers on the steer tube just in case to top cap is hitting the steer tube and stopping you tightening up the headset properly

2 are any parts missing from the top of the headset ?

Khani - The crown race on a cane creek ten series headset is split plastic, it's definately a crown race not a seal (why would you have a hard plastic seal with a split in it?)
The crown race seems too big for inch eighth forks but too small for inch half

I've never ever seen a plastic crown race...ever... 😯
A quick search for cane creek crown races throws up [url= http://www.ebay.com/sch/i.html?_nkw=cane+creek+crown+race ]These[/url] which all seem to be made of ally or steel..some with a seal on the outside and a metal inner race.
Have you got a pic of it?

It's a plastic crown race
From cane creek website -

That equals "plastic"

The eBay link you posted are all for 110 or 40 series headsets - further up the range, this is the cheapo version that came with my frame, happy to run it (if it could be sorted) until it fails then replace with AngleSet type thing
Question was should the split expand to about 6mm when fitted over base of steerer, seems big much to me but I can't figure how that would cause the whole front end to be 'wobbly'

Wasn't the headset
Looseness in the rivets on the Hope floating rotor is causing it to rock which equates to the wheel movement
