My brother has bought a bike with 1 x 11 GRX and I noticed that the shifter that would operate the front mech if it were 2 x 11 speed moves left to right. So it would appear that it is just missing the internals. Anyone know whether you can buy an upgrade kit so as to avoid having to buy a whole new lever.

That lever is to control a cable dropper post. There's no kit to change it to a shifter lever.

Sounds like the dropper post version. Not convertible AFAIK.
