I believe it lets inner and outer shell rotate separately. Helps minimise potential for rotational injury.

Imagine the side of your helmet strikes the ground as you are sliding along after a fall. When your helmet hits the ground it will spin, twisting your neck and rotating your head from a standstill very quickly. Your skull, being fixed in the helmet, will rotate at the same time as the helmet, but your brains are sort of loosely attached inside your skull and will take a while to get up to speed. That difference in acceleration of your different head parts can be fatal.
If you can slow the rate of acceleration of your skull inside the helmet, your brain doesn't get left behind and so you can prevent certain injuries.
