I want to prep my frame to apply some helitape, can I clean it with alcohol wipes?

Yes. Alcohol is a pretty mild solvent.

yeah will be fine. Just don't hold one in contact with the frame for ages.
I used smirnof on a rag as it was all I had to hand and a bit rough to drink.
