How many do you mean by bulk?
That's a good point. Up to say 5000 you're still in bike shop territory, so cutting a deal with a shop to buy them for you may be as easy as anything. As long as you prepay, agree no refunds and they check stock they should be happy to charge you 10% over trade id think, buying 500 or 1000 boxes for you. Easy money for them, simple for you.
Over that then you're into proper bulk and I would think again pillar is the option. Last import of spoke I made was 292kg worth of spokes from Switzerland. Half the battle was getting them into the UK at a decent price nowadays!
