Anyone had issues where an innertube bulges in the valve area, so much so that it can cause rub on the front der.?
schwalbes seem to do this more than others i've tried....

Sounds more like a tyre seating issue to me, try deflating it, pushing the valve into the tyre and tyre into the rim before re-inflating.
