Got a 4 cell 18650 holder - do I go for 4 in series at 14.8V or do I run at 7.4V and 2 cells in parallel to another 2? I think it is the latter and 7.4V.

There's a decent waterproof 18650 battery box/holder on dx.com for 8quid. Pannavo iirc or something like that.

Panansonics from dx, protected ones. Have various trustfires etc they are ok and the house hasn't burnt down - yet! Use a i4 nitecore smart charger, £13 of ebay.

Not pretty - but works until DX arrives...

I have loads of batteries - senybor are very good - anything with "fire" in generally poor. I pack that into an old shaver bag and then in a plastic zip freezer bag. Done this for years - seems to work. White lump is a zip tie end that stops a cable pull ripping out the cable from the welds. Cable goes down centre of the battery holder.
