To add an addition bottle onto a frame obviously.. yes my friend has a camelback but he prefers to ride without it & so want another bottle on his bike.
What are the options?
The only thing I'm finding off-hand (even searched the site) are some Elite Vip Bottle Cage Clamps

There are various cage mounts for handlebars and seatposts that might help, e.g.

Not the owners idea of neat enough... though he was willing to try drilling new holes into his Ti frame @ first.
