my son (now 9) has ridden an 18" We the people arcade for the last few years, top bike if a bit expensive nowadays. It still fits well and is a much better size than the full 20". They are long and not really manoeuvrable for young kids.
Unless of course you want a race bike, 20" minis fit younger kids.
A bmx race bike would be best as all the components are optimized for the age of the rider...crank length, bar width & rise, tyre width, saddle etc. etc. Check out the forum & classifieds on [url= http://bmxtalk.com/ ]Bmxtalk.com[/url]

Mine started on a 16" wheel Mongoose Pit Crew at age 8 - then graduated to an 18" wheel Hoffman as he grew.
