I'm looking at getting a modestly priced Bluetooth heart rate monitor, something like This Wahoo Tickr to use on the bike in the gym, linked to my phone. What I can't work out is if I can still use my phone to play music via a Bluetooth speaker at the same time, or does the HRM's Bluetooth connection make this a non-starter? Anyone any idea? Thanks.

Shouldn’t matter. I use my phone connected to Bluetooth headphones, indoor trainer, cadence sensor, Bluetooth HRM and sometimes other stuff I forgot to connect to (like the laptop or Alexa)

Should be able to still use bluetooth for other things as well. Decathlon do a reasonable price BT/ant+ unit.
