[Closed] bike rack in Portugal?

i'm planning on buggering off for a good few months sometime in 2016 and spending some time in the wilds of Scandanavia and then scurrying down to the Algarve/Spain for the winter months... however, i heard recently (from my mother after she watched an episode of "Homes under the Sun" of whatever it's called) that bike racks wetre forbidden in Portugal.

is this the case?

havea googled and found that motorhomes are exempt. my problem is, is that we have a T5 (soon with pop top), essentially a van. we are going to get it logged as a motorhome/camper in Gedrmany.

anyone had any experience of this? cheers.
