I’ve been pricing up towbars for the bar to fit a bike carrier. They’re the thick end of £700 with dedicated electrics!
I’ve already got the towbar carrier but it’s a lot of money to spend when it won’t get used very often.
What’s good in the way of rear carriers for a hatchback?
It’ll need to fit a fairly long bike (Solaris MAX) and at most would carry two bikes.

What will be high enough it doesn't obscure your lights and number plate?
More chance of covering that issue if it's an Octavia/Mondeo shape than a Golf shape.
This is why I always think the real choice is tow bar or roof rack.
Not a direct answer to your question but if you can't find something that keeps you safe/legal you need a different approach.
Not sure of the length suitability but I've got a Saris bones 3 for our Golf hatch & it's great.

I've also had a bones for well over 10years - would recommend as it's not missed a beat. Just be careful how you mount as many modern cars seem to have tailgates made from plastic that look like metal....
Stick with towbar rack unless the car isn't a keeper. You'd still need electrics for a boot mounted unless you get a high mount one, and those can cause issues with height barriers.
