I am looking at building up my own bike, looking at the cotic soul frame, has anyone used or owned on of these? If so would you recommend them? Also can anyone suggest any other frame models?

8.5kg max? That's 18/19 pounds. Doable but maybe not with a soul. And will require every minute detail saving weight.
Cotic Soul build not possible for that weight, unless you run rigid forks, 500g tyres, 1200g wheelset, bling groupset etc....pointless exercise.
Or you could buy a 2nd hand Scott Scale carbon with Rockshox SID forks, if you're lucky you may find a decent one that has not been abused - that should weigh around 8.5kg to 9kg, The lightest Soul build i've done in the shop running a 2x10 with Sid forks came in at around 24lbs or 10.8kg.
