Going to be travelling to the good ‘ol USA with BA soon and taking my bike.

The website states that you can take a bike bag as part of your baggage allowance but if it weighs over 23kg, you have to pay £65 for an overweight charge, is this in addition to the extra bag charge?

Yep. It's a standard bag (assuming it fits their standard dimensions) as far as ba are concerned.
Standard weight limits apply them the standard over weight charges.

Thanks, so to carry an extra bag over 23kgs it works out to be £260!

Business class is the answer ... errr ... mebbes no as the ticket price will likely be more than £260 more. It is good though (40kg from memory).

Last time I flew BA with a bike, business class worked out cheaper but it wasn't transatlantic.
