It's got car wax ( a right bugger to get off), dirt, sticker residue and all sorts on it - What's good that won't damage the finish.

Soapy water or bike cleaner ( I like fenwicks) or try some IPA/ethanol/vodka if that doesnt work. Some petrol or WD40 should get it off too.
PS use a rag not paper towel so you can scrub harder.

Best stuff I have found is Autoglym Bumper cleaner. But keeping my black anodised frame looking nice for more than 10 seconds is more or less impossible!
