I have stripped the summer roadie down and the bolt holding the internal BB cable guide was seized solid. As a result the threaded alu piece that is attached to he frame for the bolt to thread into has come away from the carbon fiber. Whats the best ting for bonding it back in.?

I've used 3M DP460 in the past to rebond an alu headset fitting in a carbon frame of a DH bike after seeking advice on it. Big crash eventually killed the frame but the rebonded bit was fine.
Rather than anything specialist, Araldite (or equivalent own brand epoxy) will work fine for that.
80 grit sandpaper for a good key and B&Q epoxy.
