Is Bar tape relatively easy to reuse, or is it destined for the bin once removed?

I'd bin it. Even if you managed to reapply it without wrinkles you'd almost certainly end up with sticky patches that would be really annoying.

I have re-used it before. Depends on the type, how long it's been on and how sticky it was.
