When done in isolation, what does putting higher rise bars on do to the handling?

Depends on if your bars were too low, too high or just right for you beforehand!

Not a l;ot. Moves the CoG a bit back and up so a bit less weight on the front tyre but other than that very little. May change the feel but not what the bike actually does much.

It also used to make a bike look like a girls but we're not allowed to define bikes by sex anymore.
