most of the salsa fargo bikes i see seem to have either offroad style drops or drops, neither of which suit my wrists.
what other options work on a bike with a higher front end.

If you browse Ebay in the US you'll usually see a few on there set up in all sorts of ways, some even run flat bars. MTBR will have a few threads also. For the record i run Bell Laps.

Why a Fargo if you are not going for drop bars? An El Mariachi (maybe with a Fargo V2 fork) would do the same job and is designed for flat/riser bars. I might even fit Jones Loop bars to my El Mariachi at some point.
Brothersmith runs Jones Loops on his ... seems to like it.
Bell Laps here too, just because that seems to be the done thing, that or Woodchippers. Bell Laps turned up on the classifieds first so that's what I'm trying first. Only done about 150 miles on it so far but seems pretty good. Bell Laps have (I think) been replaced by Cowbells, same shape but all 31.8 and grooved for cables under tape.

not sure about buying one yet, thing is that i have a rigid forked 29r fitted with 40c tyres and full guards.
it is more than capable of touring off and onroad.
i might just buy a proper road going tourer, and use the 29r for trips where offroad is planned.

They are indeed, I saw one outside the cafe at Haigh Hall last week and they look even nicer in the flesh.
I ran midge bars on the fargo for the short time I had it, now have them on the vaya. Not quite sure why you would buy a fargo and not run drop bars but each to their own.
