How big? For smaller bags, 3 litres, the Alpkit Gnaro is worth a look - https://alpkit.com/collections/bikepacking/products/gnaro
Bigger than that I'm not sure about but Apidura do a couple - https://www.apidura.com/shop/backcountry-handlebar-pack/ and one a bit bigger. Not used either.
