And although this might sound like satire, I'd get the longest slackest lowest fattest-tyred one you can find. My son is so much better on his new balance bike than his elder sister's old one (which was too tall for him even without the saddle).

If the seat goes low enough then yes - but the seat should be a lot lower on a balance bike than a pedal bike.

Islabikes do an extended seatpost for the Rothan for bigger kids. Or Early Rider do a 14" wheeled one instead of the usual 12".
I think the locking headset you refer to means a steering limiter. Stops the bars from spinning all the way round.
Son has a Ridgeback Scoot with 16" wheels. He's 4 now and uses it on and off with his pedal bike.
We got Mini Orange Segment a Earlier rider 14". Fantastic little bike unfortunately she hasn't really discovered the fun she could have on it. Some bargains to be had on Fleebay and whats not to like about a little persons bike with carbon handle bars and seatpost!!!
Ridgeback Scoot XL definitely worth a look.

I tried that with my tall(ish) three year old. As above, the seat goes low enough for riding the bike (it's an Islabike cnoc16) but not low enough for her to feel comfortable scooting.
How about the world's lightest balance bike?
Apparently, for ages 2-5. When my kids were 4 we were doing 20 mile bike rides, not scooting around the park...
Even by my standards (which my wife moans about all of the time!), that seems an utterly daft waste of money 🙂
I bought a cheap one from CRC with an Italian sounding name I forget now.
It weighs nothing and it does the job, the tyres are foam filled plasic I think, and the headset is plastic and you can't pre-tension it so it's always a tiny bit loose - on a proper bike it would drive you nuts, but she LOVES it.
Unlike her Brother who went down the 'pedal bike with stabilisers' route she's taken to it like a duck to water.
I sometimes wish I'd spent a bit more on an Islabike or the like, but in reality she'll only have it a year tops - then, we go mad on the first pedal bike 🙂
Early riser trail runner has 14" wheels, so would be great as it will be more stable, but IMO is let down by the lack of brakes, though it teaches the rider to think ahead more
Otherwise, find a light bike & take the cranks & bb off.
Keep an eye open 2nd hand and sooner or later a bargain will pop up.
