I have 180mm shimano rotor on a post mount fork. I have a Clark's adapter. There is a mm or 2 of disc near the inside rotor arms which is not in the path of the pads, doesn't seem to be the case on the rear. Is this normal or are the mount adapters holding the caliper slightly differently? This is possible as the adapter does rotate the caliper slightly, so they could feasible be different but both work for their own brakes. Any thoughts?

If I understand you rightly, you're asking if you get variation in adaptor dimensions, i.e. a PM-PM185mm adaptor from one make will be different to another make, despite the same claimed dimensions ?
If so, the answer is, frustratingly, yes. You're always OK buying everything from the same make, but may get issues when mixing and matching. I certainly had issues around the 180mm rotor size, as some companies actually make 183mm or 185mm rotors.
Yeah that's kind of it, I have the shimano rotor so suspect the problem is the adapter
I've even found some minor issues using everything from the same brand- with Shimano and Formula. Ended up milling down some adaptors slightly
Had this issue too.
Had to shim out a Clarks adapter (shim between post mount adapter and the caliper itself) to get the rotor to not rub on the outside edge.
