im thinking about buying trek ex29boost/27.5 plus, but could I just use 2.3s on 27.5 normal rims with boost hubs?

It'll just lower the BB height. Which may well be an improvement depending on your riding preference.

I swap b+ wheels for 29er wheels and find that works well. I've also put a b+ wheel in the front of a standard 650b bike and that was good too.

I built some 29er wheels for my Plus frame but they've only been used a coupe of times as I prefer B+.

I just like changing regularly things rather than worrying too much which is 'better' 😉
