I don't see any mention of cycling, which seems a bit odd if they really are after "Scots style right to roam".

I think it's as obvious as it gets, they want Scottish [i]style[/i] access for them, not for those pesky mountain bikers (you know 2 headed hell beast maniacs who kill ramblers and scare everyone else)
If anyone reading this knows the local advocacy groups probably worth showing them and getting a rider presence there to support them. (Could be awkward though)
