That's what I ran on my tourer for a while. Very solid.
mavic open pro rims are pretty bomb proof. just need to pair them with decent hub and spokes.

A319 = overkill IME/O.
OPen pro = fine.
yeah, depends on how 'off road' it is.
If it's canal towpaths then OPs will be fine. You could go 36h on the rear too.

Road is 130mm and mtb is 135mm (fixed and track are often 120mm).
If the frame is steel you may get away with the wrongsize. Certainly surly to droputs at 132.5 so they can be used either way.
If they are mtb then just buy some 29er wheels or get open pros with a mtb hub of your choice.

29er = 700c The dead same diameter. eg 2.0" race kings go on my open pros.
Differences will be in the width and the braking surface. I'd have thought most "mtb 29er" rims will be disc-only?
