I might be wrong but is it bolted to the eyelet for a rack? Hard to tell. Needs more photos.

I love a good bodge/engineering solution

The "bracket" is attached to the upright with two bolts, so can't pivot, and is just acting as an extension of the upright.

I think that looks awesome! I'll be keeping a lookout for other items which can be fixed with old disks.

What else is that rack mounted to, though? And what happens when the fork compresses?

Looks like it's going to snap/bend and end up in the spokes to me. Can't believe a shop would let that out the door.

Has it been designed to pivot on the eyelet and have the basket hinged where it connects to the headset/headtube? Could work, provided you don't mind stuff falling out the basket when forks compress? Looking at the fork though, I suspect there isn't much travel available.
