Tyres (Ralphs) are in stock at Ison Distribution - any shop can order from them. They also have spokes in various lengths around 275mm (Halo).

Rims are a bit rare - Justridingalong had a few.

I have just built a 650b rear, second hand ck hub eBay, stans flow rim from wiggle now discontinued so a bargain 42 quid at the time and dt Swiss comp spokes from crc for something like 26 pounds. Just waiting to build the front before I say what it runs like... Tires I got some panceti 2.1 neo moto half price of eBay as well.

Spoke length depends on the hub and rim. 650b seems to be somewhere around the mid-270s. I'd ask a shop to do the building for you as ordering the wrong size is a pain.
