If he's not wanting to spend masses of money I'd have a look at the decathlon Triban bikes for about -£400 iirc. I've had one as a commuter for a few years now, good quality frame and the gears and crankset although bottom of the range have performed well and lasted a few years of commuting. I've used mine on club runs and had no issues keeping up, iirc one of th cycling mags used one for road racing and said it was fine.

SR, agreed, but he's also got an aversion to RRP, and the bikes he's looking at don't tend to come up discounted.

That’s the way I buy my road bikes too, nedrapier, so I think your friend has it right. I’ve never been able to extend past 1k though, and although I have done well within that limit, I’m just slightly jealous!
