I'm looking at getting a set of wheels built.
Velocity Dually rims on Pro 2's.
Any recommendations?

JRA are good. I got a pair of P35s on hope/paul hubs and they've been very good over 2 years, plenty of use in that time inc loaded off-road tours. Dinged the rims a few times but still within a mm of true and no flat spots. Every bit as good as my last set (same spec) that was built by a very experienced wheelbuilder I know, the JRA wheels were a bit tighter though.

Another fan of JRA here.

I don't think they're necessarily the cheapest, but the wheels they built for me have been faultless and required no truing.

Their customer service and communication is great as well.

They've built me a couple of pairs on Dually's and a pair on P35's all on Paul Comp hubs.
